Guide
Four different kinds of business share that phrase, and they are not interchangeable. Here is how to tell them apart before the tender goes out.
The problem with the search
Search for industrial automation companies in the UAE and you get a distributor holding PLC stock in Jebel Ali, a panel workshop in Mussafah, a software house that writes SCADA screens, and a contractor who takes a substation from survey to energisation. All four are indexed under the same three words. Only one of them is right for the job you have.
Almafor is the fourth kind. We have worked as a system integrator and engineering contractor out of Abu Dhabi since 2008, on live power, water and irrigation networks. The guidance on this page is written from that side of the table, so read it accordingly. Where a different kind of supplier is genuinely the better answer, we have said so.
The country has a real depth of automation capability, particularly in Dubai and Abu Dhabi, and several of the companies you will meet are good at what they do. The mistake that costs money is buying the wrong category of supplier for the scope, then discovering it at site acceptance.
Categories
Almost every automation business in the UAE sits in one of these four groups. Deciding which group you need is a more useful first step than collecting quotations.
They carry stock of PLCs, drives, RTUs, industrial switches and instruments, and they ship across the GCC quickly. Use them when the specification is already fixed and you need parts. They will not take a view on whether the part suits the duty, and they do not commission.
They fabricate and wire enclosures to drawings you supply. The better ones hold type test certification for the forms they build. Use them when the design is settled. Ask who owns that design, because a workshop working to somebody else's schedule builds exactly what the schedule says, including its mistakes.
They configure SCADA, historians and HMI graphics, usually on one vendor platform they know well. Use them for a graphics rebuild, a platform migration or a reporting layer. Most hold no electrical contracting licence and will subcontract everything in the field.
They carry the design, the panel, the field cabling, the civil work and the commissioning under a single contract. Use them when the scope crosses trades, when the plant has to keep running through the work, or when you would otherwise be arbitrating between three suppliers at site acceptance.

Platforms
A supplier tied to one platform will propose that platform for every problem. These are the systems we hold approvals or working experience on.
Delivery
Somebody walks the plant and records what is actually installed. On stations built more than ten years ago the as built drawings and the panel rarely agree, and the difference belongs in the price before award, not in a variation afterwards.
Schematics, panel general arrangement, IO schedules and network architecture go to the client and the utility for approval. On TAQA and DMT work this stage sets the programme, so it is worth resourcing properly.
The panel is built, configured, powered and function tested with your engineers present before it ships. Finding a wiring error in a Mussafah workshop costs an afternoon. Finding it in an energised substation costs a shutdown window.
Civil works, containment, cable pulling, glanding and termination. On live plant this is planned around outage windows agreed with the operator, bay by bay or feeder by feeder.
Loop checks, protection and interlock proving, SCADA point to point verification, then formal site acceptance testing against the approved schedule.
As built documentation, operator training and the maintenance period. Ask at tender stage who answers the phone during that period, because it is often not the company that sold the job.
Common questions
There is no single answer, because the four categories above solve different problems. For an urgent spare part a distributor is the best supplier in the country. For a SCADA graphics rebuild on an existing platform a software house will be quicker and cheaper than a contractor. For a substation control system that has to be replaced while the station stays in service, you need a system integrator with the electrical licence, the utility approvals and its own commissioning engineers. Judge candidates against your actual scope rather than against a general ranking.
If the design is complete, approved and unlikely to change, a panel builder is enough and usually cheaper. If the design is still moving, if the panel has to interface with equipment somebody else installed, or if the same party should be accountable at site acceptance, use an integrator who builds its own panels. The cost difference is normally recovered the first time a schedule turns out to be wrong.
At minimum a valid electrical contracting licence in the emirate where the work sits, plus current vendor approval from the asset owner. In Abu Dhabi that usually means TAQA Transmission or TAQA Distribution for grid work, and the Department of Municipalities and Transport for irrigation and municipal infrastructure. ISO 9001 and ISO 45001 are normally a tender condition. Platform certifications matter separately and should be checked at version level.
Often yes, and on transmission and water assets it is usually a contract condition rather than a preference. It is done by sequencing the work bay by bay or feeder by feeder, running old and new systems in parallel through the changeover, and proving each stage before the next outage window opens. It takes longer and needs more planning than a full shutdown, so confirm the supplier has done it before rather than assuming.
The range is too wide for a useful figure, because a single RTU replacement and a substation control and monitoring system for three primary substations are both automation projects. What does hold true is that the cheapest tender frequently excludes the survey, the as built reconciliation, the utility approval effort and the commissioning attendance. Compare inclusions before comparing totals.
The engineering is the same. The approvals are not. Abu Dhabi grid and municipal work runs through TAQA and the Department of Municipalities and Transport, with their own vendor registration and approval routes, while Dubai work runs through different authorities. A contractor already approved for the asset owner you are dealing with will move faster through the design approval stage.
