A dashboard does not save energy. It tells you where the energy went, which is only useful if somebody is going to act on it.
Setting expectations
An energy management system measures, records and presents. It does not by itself reduce consumption. The saving comes from what somebody does with the information, and if no one owns that job the system becomes a screen nobody opens.
That is worth saying because energy management is sold on payback figures, and those figures assume an operational change that is usually outside the supplier's scope. A meter that reveals a chiller running through the night saves nothing until someone changes the schedule.
Where the engineering genuinely matters is in what gets measured and how reliably. Almafor built a centralised energy and water metering system with a double redundant fibre optic ring and redundant servers for the Abu Dhabi Investment Council, and a centralised metering and monitoring system for a manufacturing plant. Both were about getting trustworthy numbers off the plant, which is the part that is hard.
Terminology
These acronyms are used loosely in UAE tenders and the difference changes the price considerably.
Meters plus a communication path plus a database. It answers how much was consumed and when. It is the foundation of everything else and the cheapest thing on this list to install correctly and the most expensive to retrofit.
Meter data plus analysis: baselines, targets, tariff modelling, exception reporting and attribution to a tenant, a floor or a plant item. This is where the operational value sits.
Real time visibility of the electrical network itself: incomers, transformers, breakers, power quality and load. Closer to SCADA than to reporting, and it is what tells you why a distribution board tripped.
Control rather than measurement. A BMS acts on plant. It usually needs meter data to do its job well, which is why the two scopes belong in the same conversation even when they are separate contracts.

Common questions
An energy management system is oriented around consumption, cost and reporting over time. An energy network monitoring system is oriented around the live state of the electrical network: what is loaded, what tripped and what the power quality looks like right now. Some contracts want both, and the Abu Dhabi Investment Council project we delivered covered both under one system.
It is not a general legal requirement, but it appears as a tender condition on some government and large industrial contracts, and it shapes what a metering system has to be able to evidence. If certification is a possibility later, specify the data retention and reporting to support it now rather than retrofitting.
Yes. The Al Tala Board contract was a centralised energy and water metering and monitoring system. Water is often the easier win of the two in this climate, and it is regularly left out of the original scope.
Any figure quoted before the meters are in is a guess, because the payback depends on what the data reveals and whether anybody acts on it. What can be said honestly is that buildings with no sub metering usually contain at least one surprise large enough to matter, and you cannot find it without measuring.
